UGC Changes Statement against 18 Private Universities

UGC changes report on certificates

The University Grants Commission (UGC) of Bangladesh has moved from the declaration that 18 private universities certificates will not be accepted.

In the face of criticism UGC is now saying, earned degrees from these Universities are valid and students are able to continue works by taking the temporary certificates.

UGC Chairman Professor Abdul Mannan said that on November 22, 2016 (Tuesday). "Temporary certificate has a sign of the examination controller; there is no sign of the Vice-Chancellor. So, when the President shall appoint Vice-Chancellor, he will sign the certificates. He advised the students not to panic", he added.

A few days ago, the University Grant Commission of Bangladesh declared that the certificates signed by acting Vice-Chancellors of 18 private universities are illegal. But these 'illegal certificates' will be valid once signed by a president-appointed Vice-Chancellor, said UGC Chairman Professor Abdul Mannan on November 17, 2016.

Educationists says, the top three positions of a university are- Vice-Chancellor, Pro-Vice Chancellor and Treasurer, whom are appointed by the President.

Any not legally appointed persons for these positions may not be desirable in any way. But it is not the sole responsibility of the university authorities, the government also responsible, because, the Ministry of Education has secretarial duty for appointment to the posts. There are a several complaints against the Education Ministry for the delay after submitting proper files from the University. But the UGC has published notice through giving responsibility on the students.

Account BenefitOn behalf of the students, they were admitted to those universities through knowing that they are valid. Now they are insulted not only in work place but also socially for the press statement of UGC.

Some university says they are yet to give certificates. Meanwhile, statement like this is undermining their reputation. Such a UGC-declared University is Notre Dame University. University Acting Vice-Chancellor Father Benjamin Costa said, Notre Dame University is not completed two years of education yet. So, there should be no question about giving certificates. In that stage, there is no scope of declaration about illegal certificates.

Some UGC official said they were intended to create pressure on the universities, which does not have any Vice-Chancellor, Pro-Vice Chancellor and Treasurer, to recruit them. But the UGC has come under criticism due to the linguistic fault in the notice.

The Education Ministry also angry about this, because the commission does not have jurisdiction in the current legislation to say which university certificate is legal or illegal. The Education Ministry as the representative of Chancellor can make announcement in this regard.
